David Keegan

David controls the spending £200m per year on the most complex civil and criminal legal aid cases, ranging from Jubilee Line Fraud trial to the legal challenge to require an investigation into the death of Baha Mousa in British Army custody in Iraq. David led the 2007/08 best value tender of £100m worth of work per year on Very High Cost Criminal cases, which involved bids from 500 firms of solicitors and 2,500 barristers. Prior to joining the Legal Aid Board David was an engineer with the Ministry of Defence involved in the contracting and overseeing of nuclear submarines refits with the newly privatised dockyards. |

Louise is the Deputy Director of Change for the Ministry of Justice and has responsibility for Programme, Project and Change Management capability and best practice, Lean and programme / project assurance across MoJ. Louise also oversees the Transforming Justice portfolio and the MoJ Mission Critical portfolio, both of which contain key strategic programmes within the Department. |

Tony is Head of Commissioning and Competitions for the National Offender Management Service, working to the main strategic Board (the Offender Services Competition Board). He provides an interface between NOMS and other Departments, including OGC and CJG; links commissioning and competition processes nationally and regionally; leads on market development activities and provides support to regions on commissioning and public service agreements. Tony also has lead responsibilities on external funding and international business (including Co-Financing) and generation of income through trading. |
