An increasing focus on commissioning, through payment by results, as a default way of delivering public policy objectives will challenge markets to find innovative solutions to provide better results at lower cost. At the same time, many of the services being tendered will be more complex than anything that has been seen in the past, the process of achieving better outcomes uncertain and the supplier base in some instances at an immature state of development. The commissioning challenge will test the skills of public servants in defining the process in the short term.
The recommendations and discussion within this document cover three broad aspects:

This report is a toolkit, designed to help commissioners think through the challenges of using payment-by-outcome and how these can be overcome. Through a number of real-world case studies, the authors have identified common problems and solutions that have been implemented or attempted. It does not claim to have all the answers. Rather, it is intended to stimulate further investigation into how payment-by-outcome, with all its obvious benefits and evident difficulties, can be made to work.

This support pack accompanies the NWIEP sponsored Demystifying Commissioning seminars delivered by PIPC.
Included in the paper is a series of tools and topics that will be helpful for new commissioners and staff operating in a commissioning organisation – otherwise known as Pandora’s Box. The National Offender Management Service is the Agency of the Ministry of Justice responsible for commissioning and providing adult offender services in England and Wales which protect the public and reduce reoffending while sucessfullly delivering the orders and sentences of the courts.  These pages provide information about commissioning activity within the National Offender Management Service including 'An Introduction to NOMS Offender Services Commissioning' which sets out the Agency's current vision and approach to commissioning, NOMS Commissioning Intentions, the Offender Services Competition Strategy and the NOMS Directory of Services and Service Specifications which set out the mandatory minimum standards for core services funded by the agency to ensure that they are legal, safe, secure and decent.

an online guide from NAO that provides practical advice on how to plan for and manage the decommissioning of public services delivered by civil society organisations (CSOs) and maintain value for money while doing so.
Although designed primarily for local commissioners, 'Decommissioning' is relevant to all commissioners and will be of interest to other stakeholders too, especially CSOs. Published July 2011
